About the Opportunity 

The HR Officer – Training Operations (CS2A) is a member of the Corporate Services Division (CSD) and People and Capability Branch (PCB) which is responsible for a broad cross-section of programs and services to create, foster, and grow a culture of high performance and integrity through workforce planning, capability, and performance. This position coordinates the workflow of a small team and/or more complex administration tasks and exercises some discretion with respect to the interpretation and application of procedures and guidelines. 

The position works under general direction to ensure outcomes align with CASA's strategic operational priorities and work plans including the coordination of CASA’s internal training function, responding to training enquiries, coordinating and supporting preparation for training sessions and administration of CASA’s learning management system (LMS). This position supports the organisation in exercising and discharging its responsibilities under federal and state employment legislation, the Civil Aviation Act 1988, International Civil Aviation Organization in consideration of Critical Element 4 (CE-4) which relates to Personnel Qualifications and Training and associate policies, processes and procedures under those legislative instruments.

This position’s responsibilities include:

  • Contributing to planning and making administrative and operational decisions impacting the work area but having limited impact on CASA operations and resources.
  • Conducting evidence-based research and following established policy and practices when providing advice and recommendations to more senior colleagues.
  • Contributing ideas and maximising the benefits of change, including the identification of opportunities to improve the efficiency of business processes.
  • Representing the work area at internal meetings and completing discreet tasks that contribute to the achievement of project-related goals.
  • Understanding key aspects of the aviation industry relevant to this role and applying this understanding to respond appropriately to routine queries.
  • Identifying, gathering, recording, and sharing information for risk management and analysis activities.
  • Managing self and schedule to complete allocated tasks. Providing quality assurance of team outputs and providing constructive feedback on performance.
  • Maintaining a positive health and safety culture, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace.
  • Demonstrating awareness of the diverse histories, cultures, and experiences of First Nations Peoples and other cultural groups. Communicating with respect and understanding of balancing work, family and community responsibilities.
  • Positively engaging in and responding to change.
  • Other duties as required.

This position requires the following experience, skills, and capabilities:

  • Generalist HR experience with exposure to administrative tasks.
  • The ability to apply technical knowledge to standard tasks, identify straightforward issues and resolve issues using established procedures. The ability to work under general supervision.
  • Apply knowledge within defined guidelines.
  • Experience in conveying information and ideas in a clear and structured way with the ability to listen actively and responding appropriately. Experience in persuading others to gain cooperation in straightforward situations.
  • Demonstrated ability to build rapport and maintain stakeholder relationships within clearly defined parameters. Ability to resolve moderately complex stakeholder enquiries and provide information and advice as a representative of the work area.
  • Ability to learn and apply relevant civil aviation and Australian government legislation, regulations and policy framework applicable to this position.
  • Ability to perform objective, systematic research and analysis to reach accurate, evidence-based conclusions.
  • Demonstrated awareness of different perspectives and adapting behaviours in straightforward situations.
  • Listening with empathy and managing personal reactions when challenges arise.

Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the

CASA Enterprise Agreement. The following eligibility requirements apply to this position:

  • At a minimum, prospective CASA employees must undergo pre-employment screening and must be willing to provide the required information to successfully undergo a police record check.
  • The position’s occupant must be an Australian citizen with the ability to obtain and maintain the level of security clearance as required.
