North Bay Indigenous Hub – Director, Indigenous Primary Health Care 

One (1) Permanent, Full-Time Position (Comp # 2026-03-06)

New Vacancy 


The North Bay Indigenous Hub (NBIH) will provide a wide range of programming services

including traditional healing, primary care, health promotion, chronic disease management,

family-focused maternal/child health care, mental wellness care, diabetes care, and a culturally

integrated licensed day care facility. All of the programs are to be delivered in a culturally safe

manner to the local urban Indigenous population in addition to our partner First Nations,

Nipissing, Temagami and Dokis First Nations. The Director, Indigenous Primary Health Care

Services provides operational leadership for NBIH’s primary health care services. This role

ensures safe, high-quality, culturally grounded, trauma-informed care that is accessible and

community-led.


Under the direction of the Executive Director of the North Bay Indigenous Hub (NBIH), this

position strengthens clinical/service pathways, builds partnerships, supports staff wellness, and

ensures accountability to NBIH’s vision, governance policies, and funder requirements while

centering Indigenous ways of knowing, being, doing, and relating.


QUALIFICATIONS:

  • Post-secondary degree in a health-related field (e.g., nursing, health administration, public health) or an equivalent combination of education and relevant leadership experience.
  • Minimum 5 years’ senior level experience in health and/or community wellness settings, including leadership/supervisory responsibilities.
  • Demonstrated ability to lead teams, manage operations, and improve service quality.
  • Strong understanding of Indigenous cultural safety, trauma-informed practice, and the impacts of colonization on health outcomes.
  • Supervisory experience working with Indigenous health organizations and/or Indigenous-led service delivery models.
  • Experience with supervision of employees, monitoring and guiding workplans, participating in investigations, progressive discipline, and other labour relations supports.
  • Knowledge of interprofessional primary care, integrated care pathways, and community-based health program design.
  • Experience with funder reporting, program evaluation, and partnership agreements.
  • Knowledge of Indigenous culture, history and ways of being
  • Direct experience with prioritizing tasks in an effective manner
  • Demonstrated knowledge of privacy and security requirements personal health information
  • Fluent in Ojibway or Cree language is an asset
  • Proof of completion or willing to obtain upon employment:
    • Privacy Training
    • Occupational Health and Safety
    • Workplace Hazardous Materials Information Systems (WHMIS) training 
    • Current First Aid and CPR with AED
    • Cultural Safety Training 
  • Valid Ontario Class “G” Driver’s License and access to a reliable personal vehicle
  • Ability to travel as required;

  • Be responsible for attending staff meetings; participating in ongoing staff development and training; and participating in ongoing education in the areas of Indigenous language, Culture and Healing practices.


POSITION DUTIES AND RESPONSIBILITIES:

Operational Leadership - 40%

  • Champion wholistic care approaches that attend to physical, mental, emotional, and spiritual wellbeing.
  • Ensure services are culturally safe, trauma-informed, and responsive to the lived realities of Indigenous patients and families.
  • With the Executive Director, continue to build and maintain relationships with health system partners (hospitals, primary care networks, mental health/addictions, public health, social services).
  • Advocate for equitable access and culturally safe responses within partner systems.

  • Develop annual work plans, service targets, and reporting tools aligned with NBIH priorities and funder agreements.
  • Lead primary care staff in a good way; complete annual performance appraisals.
  • Participate in employee management such as one-to-one mentorship; clinical guidance and support, progressive discipline, and creation of employee workplans.
  • Contribute to proposals, budgets, and program reporting for primary health care initiatives.
  • Ensure that all primary care staff is trained with current reporting guidelines in EMR (i.e. coding)
  • Support data practices that are respectful and community-accountable, consistent with Indigenous data sovereignty principles where applicable.
  • Oversee day-to-day operations of the Primary Health Care Centre (scheduling, workflows, space readiness, inventory).
  • Manage the primary care center budget (as assigned), ensuring responsible stewardship and transparency.
  • Regularly maintain open communications with the Executive Director about financial forecasting, budget requests and other financial responsibilities.
  • Support emergency preparedness and operational risk management.


Service Delivery - 40%

  • Ensure services are culturally safe, trauma-informed, and responsive to the lived realities of Indigenous patients and families.
  • Strongly advocate a cultural foundation in all of the primary care practices and establish outcome measures of work completed.
  • Strengthen two-eyed seeing approaches within clinical practices and procedures.
  • Establish and maintain service standards, patient pathways, and quality improvement practices (e.g., patient experience feedback, outcome tracking, incident/risk reporting).
  • Lead the planning, delivery, and continuous improvement of primary health care services (e.g., intake, assessment, treatment, prevention, follow-up, referrals).
  • Strengthen referral pathways, warm handoffs, and wraparound care coordination to reduce barriers and improve continuity of care.
  • Identify supports and solutions to patient barriers to access care.
  • Support compliance with applicable privacy, consent, and documentation requirements, and promote strong confidentiality practices.
  • Strengthen safe practice across the team through learning plans, supervision, and reflective practice.
  • Support meaningful community input into service design (gatherings, circles, surveys, advisory feedback, engagement with families).
  • Where appropriate, coordinate cultural supports (Elders/Knowledge Keepers, ceremonies, land-based connections) to complement primary care pathways.
  • Ensure services reflect dignity, belonging, and respect so community members feel safe coming through the doors


Team Player - 20%

  • Recruit, supervise, coach, and support clinical and support staff (and contractors, as applicable).
  • Foster a respectful workplace culture grounded in kindness, accountability, and clear expectations—addressing issues early and fairly.
  • Support staff wellness and retention through manageable workflows, debriefing supports, and culturally grounded approaches to care for helpers.
  • Contribute to organization’s goals and objectives
  • Assist to increase positive outcomes for the team
  • Participate in internal or external committees as required or assigned
  • Share own teachings for transfer of knowledge among the NBIH team; flexibility and understanding that the agency is new and there may be some tasks temporarily assigned to the role


OTHER DUTIES:

Community Development 

  • Participate in both internal and external community initiatives/efforts which support optimal levels of well being.
  • Participate in larger scale collective efforts that promote community wellness (i.e. special funding projects, etc.).
  • Represent North Bay Indigenous Hub in both internal and external committee memberships as deemed appropriate.
  • Commit to the promotion and revitalization of our Indigenous culture, language and ways of being.


General Duties and Responsibilities

  • Assist will compilation of reports in a timely manner.
  • Participate constructively as a team member in staff meetings, seminars and training sessions as required.
  • Participate in a performance appraisal and/ or employee feedback processe.
  • Fully respect and abide by all aspects of the North Bay Indigenous Hub standards, policies and procedures.
  • Act in a professionally appropriate manner both when and when not working and be a positive role model for clients and the North Bay Indigenous Hub.
  • Complete other job-related duties as may be assigned by the Executive Director
  • Make reasonable effort to maintain in good order the property of North Bay Indigenous Hub
  • Notify Executive Director or designate of any occurrence involving person or property and follow reporting protocols


Work Environment

  • Typical office environment with minimal exposure to excessive noise or adverse environmental issues
  • Occasional evening or weekend hours to support programs and ceremonies. 
  • Periodic high-volume periods (forecasting/budget season, audit, year-end, major reporting deadlines).
  • Minimal travel is required and exposure to heat, cold, inclement weather conditions and occasional environmental hazards. 


Physical Demands

  • Prolonged sitting, moderate standing, walking, and lifting; sustained keyboarding, and driving as required.


A current Criminal/Police Records Check and Vulnerable Persons check is a requirement for this position.
