Alternative Municipal Budget Indigenous Researcher 

SUMMARY: The CCPA Manitoba Office is seeking an Indigenous researcher to coordinate consultation with Winnipeg urban Indigenous leaders for the 2026 Winnipeg Alternative Municipal Budget. The researcher will lead consultations and draft recommendations into a chapter on Indigenous Relations for the Alternative Municipal Budget 2026. 


REPORTS TO: Senior Researcher (Errol Black Chair in Labour Issues). 


DUTIES AND RESPONSIBILITIES:


  • Meet with the Winnipeg Indigenous Executive Circle (WIEC) to develop policy and program recommendations across City of Winnipeg services. 
  • Write up these findings in a chapter for the Alternative Municipal Budget 2026 on Indigenous Relations. 
  • Provide information to chapter authors of related chapters (ie. housing, recreation, policing, greenspace), consult on these chapters and review final drafts. 
  • Advise other chapter authors to ensure the TRC Calls to Action and the MMIWG2S+ Calls to Justice are reflected throughout the AMB. 
  • Support knowledge mobilization and the launch of the AMB in spring 2026. 


REQUIRED QUALIFICATIONS AND SKILLS:


Research

  • University student or community researcher in the social sciences (economics, sociology, political science, indigenous studies, urban and inner city studies, etc). 
  • Strong quantitative research and writing skills. 
  • Dedication to research and advocacy toward social and economic justice. 
  • Strong knowledge of the Truth and Reconciliation Commission Calls to Action and the MMIWG2S+ Calls to Justice are an asset. 
  • Strong knowledge of urban Indigenous issues, City of Winnipeg services, and indigenous organizing in Winnipeg are an asset. 
  • Excellent verbal and written communication skills. 
  • Good at troubleshooting and asking for assistance or support when necessary.

WORKPLACE: The position works from the CCPA Manitoba office at 583 Ellice. This space is wheelchair accessible. Some hybrid work is possible, but not guaranteed.


ELIGIBILITY: The position starts October 2025 and ends in May,2026. The hourly rate is $35 per hour for a total of 200 hours. 


Due to the subject matter, CCPA is seeking a person who identifies as First Nations, Métis, or Indigenous for this position.
